Riding the wave of globalization and the momentum of the Belt and Road Initiative, it is the right time for enterprises to expand overseas into North America. On the afternoon of May 14th, the "Guangdong Connects the World, Links Central Asia, and Business Connects Africa" Foshan Tianan Entrepreneur Exchange and Sharing Session was successfully held at the Foshan Tianan Center. The event gathered 60 entrepreneurs and overseas service experts to jointly explore new paths for globalization.
Lan Xiangyi, founder of Yingzhu Haishang Platform and industry mentor at Foshan University, was invited to attend and share a comprehensive guide on how Chinese enterprises can establish factories in Mexico from a practical perspective. He provided a set of actionable solutions for enterprises to expand into North America and tap into the zero-tariff market under USMCA.
Mr. Lan has 20 years of experience in providing full-chain services for factory construction, and has assisted nearly a thousand manufacturing enterprises in setting up factories. In 2018, he expanded overseas and established wholly-owned subsidiaries in the United States and Mexico. He has been deeply involved in multiple Chinese-funded factory projects in Mexico and is a practical expert in the field of factory construction in North America.
In the sharing session, Mr. Lan clearly dissected the key points for Chinese enterprises to venture into the Mexican market, focusing on four core aspects: strategic value, implementation process, compliant operation, and risk prevention and control. Mexico, leveraging the USMCA agreement, has become the preferred gateway for Chinese enterprises to enter the high-consumption market of 480 million people in North America, with products enjoying zero tariff treatment. Additionally, Mexico boasts efficient logistics and low labor and energy costs, with cross-border logistics between the US and Mexico taking only 3-5 days, effectively helping enterprises reduce costs, increase efficiency, and diversify supply chain risks.
He highlighted the 7-step standardized factory construction process in Mexico, with an overall cycle of 12-18 months. The entire process, from company registration, IMMEX qualification application, land due diligence, environmental construction permit, to factory construction, equipment import, local employment, and compliant production, is clear and controllable. Among them, IMMEX qualification can significantly reduce the financial pressure on enterprises for importing equipment and raw materials, making it a necessary qualification for manufacturing enterprises expanding overseas.
Mr. Lan emphasized that compliance is the first lifeline for overseas expansion. Enterprises must strictly adhere to the three bottom lines of USMCA origin compliance, labor compliance, and tax compliance, strictly follow local employment regulations such as 13th month salary, profit sharing, and dismissal compensation, and conduct full-process compliance management including environmental assessment, land property rights, and ODI filing.


Drawing from successful cases in automotive parts and electronic manufacturing, Mr. Lan summarized the formula for overseas success as follows: precise site selection, compliance first, and deep localization. He suggested prioritizing the layout in mature industrial regions in the north, employing a "Chinese + local" management team to quickly integrate into the local ecosystem. He also unveiled a 90-day rapid start-up plan on the spot, providing enterprises with a clear action path from research to registration.
The entire sharing session was packed with valuable insights and practical guidance, earning unanimous recognition from the entrepreneurs present. Everyone expressed that the sharing directly addressed the pain points of going global, providing a clear direction and feasible solutions for establishing factories in Mexico and expanding into North America.
